Circular economy practices in organic waste management
a case study and application perspectives for medium-sized municipalities

The Brazilian National Solid Waste Policy (PNRS), enacted in 2010, continues to face challenges in managing organic waste, a major component of municipal solid waste. In this context, the Circular Economy (CE) has emerged as an alternative by promoting waste valorization and the regeneration of biological cycles. This study analyzed the application of CE principles through a case study of Planta Feliz Adubo Orgânico (São Paulo) and discussed its potential replicability in medium-sized municipalities, using Itajubá (Minas Gerais) as the analytical context. A qualitative approach combined a literature review, case study, technical visit, semi-structured interview, and secondary data analysis. The findings show that the company applies CE principles through composting, organic compost production, and environmental education. However, replicating similar initiatives requires overcoming economic, regulatory, and sociocultural barriers through coordinated action among public authorities, private organizations, and society, while further technical studies are needed to assess operational feasibility.
